The Sea-Wind Road at Taiwan’s Southernmost Point

The Jialeshui–Eluanbi Road (Provincial Highway 26, southern section) in Kenting runs about 15 km from the Eluanbi Lighthouse through Longpan Grassland and Fengchuisha to Jialeshui. Its defining feature is the Pacific Ocean on one side and wind-sculpted cliff-top grassland on the other—a landscape unique in Taiwan. But the “falling mountain wind” also makes it the most unpredictable route.

What Is the Falling Mountain Wind

From October to March each year, the northeast monsoon crosses the tail ridge of the Central Mountain Range and surges violently down the eastern side of the Hengchun Peninsula, creating the powerful “falling mountain wind.” Instantaneous gusts often reach Force 8 to 9. Around Fengchuisha, even sand and gravel are blown across the road by the wind. When riding, the bike is visibly pushed sideways, and the risk for beginners here is extremely high.

Monthly Wind Strength and Riding Strategy for Falling Mountain Wind Days

Whether to ride and how to ride depend on the month and the day’s wind conditions. Memorize this table—it’s far safer than toughing it out:

If you must pass the Fengchuisha gap on a strong-wind day, key techniques: lower your center of gravity, grip the drops, reduce speed, leave lateral safety margin for being blown off course, and if a large vehicle and a gust arrive at the same time, dismount and walk rather than risk it. When sand is being blown across the road, wearing goggles (or cycling glasses) to protect your eyes is essential gear.

Best Time to Ride

From April to September, the falling mountain wind weakens, making it the best riding season—but you’ll face southern Taiwan’s high heat and strong UV. Starting at dawn avoids the midday heat. If you insist on riding in winter, lower your center of gravity, grip the drops, and leave safety margin for being blown sideways.

Extension: How to Connect the Hengchun Peninsula Loop

Riding just the 15 km of Jialeshui–Eluanbi Road is on the short side, so most riders extend it into a Hengchun Peninsula loop (about 40–50 km). Suggested route: start at Eluanbi, head north through Jialeshui to Gangkou and Manzhou, then cut back to Hengchun Old Town, and follow the west coast through Houbihu and Baisha back to Kenting Street to finish. This loop strings together the “east-coast falling mountain wind cliff grassland” and the “west-coast calm coral-reef bays” in one ride, with a dramatic contrast in landscapes. Note that the wind conditions on the east-coast falling mountain wind section (Jialeshui–Eluanbi Road) and the west-coast bay section are completely different—assess them separately before departure. When strong winds hit the eastern section, consider riding counterclockwise to do the west coast first and save the Jialeshui–Eluanbi section for when the wind eases.

Supplies

There are shops at Eluanbi and Jialeshui, but the grassland area from Longpan to Fengchuisha in the middle has no supplies and no shade whatsoever. Be sure to top up with at least 1.5 liters of water and apply sunscreen before setting out—this section drains you fast under the midday summer sun.

Why doesn’t the grass at Longpan grow tall? Because the wind never lets it stand straight. Riding here, you learn one thing: some environments you can’t beat—you can only learn to lower your head, hug the ground, and keep moving forward.
