Building Your Annual Training Plan: From Goal Setting to Periodization
Many cyclists train on a “ride whenever I feel like it, do whatever I feel like doing” basis. That freedom is certainly enjoyable, but if you have goals you want to achieve—whether it’s finishing your first race, setting a personal record, or standing on the podium at your key event of the year—you need an Annual Training Plan (ATP).
Why Do You Need an Annual Plan?
The value of an annual plan lies in doing the right thing at the right time. The body’s adaptation follows a rhythm: base fitness takes months to build, high-intensity capacity needs to be layered on top of a proper fitness foundation, and peak form can only be sustained for a few weeks. Without a plan, you’ll easily go hard when you shouldn’t, and be burned out by the time you need to sprint.
Step 1: Identify Your Goal Events
A, B, C Event Classification
The annual plan starts with “working backward.” First, identify your target events and classify them:

Common mistake: Treating every race as A-level. If you try to peak for every event, the result is usually mediocrity across the board. Choose the 1-3 races you care about most and treat the rest as part of your training.
Setting Goals with the SMART Principle
Pair each A-level event with a specific goal:
- S (Specific): “Finish the Wuling Mountain Climb in under 4 hours 30 minutes”
- M (Measurable): Quantify with time, placing, or power
- A (Achievable): Realistically attainable based on current ability
- R (Relevant): Aligned with your long-term development direction
- T (Time-bound): Has a clear date
Step 2: Assess Your Current Situation
Before drawing up a plan, you need to know where you stand:
Fitness Assessment
- FTP Test: Establish your current power baseline
- Power Duration Curve: Understand your strengths (sprint? endurance? climbing?)
- Weight and Body Composition: Calculate W/kg—especially important for climbing events
Time Assessment
This is the most underestimated aspect. Honestly estimate:
- Weekly available training time (including commuting, changing, warming up)
- Busy periods at work or school
- Family responsibilities and social needs
- Possible business trips or vacations
A perfect plan you can’t execute is worse than an 80% perfect plan you can stick with.
Weakness Analysis
Review the past year of training and racing to identify limiting factors:
- Is it insufficient endurance (falling apart in the latter half of long events)?
- Is it inadequate high-intensity capacity (can’t follow attacks)?
- Is it a technical issue (unstable descending, poor pack riding)?
- Is it weight management (low W/kg)?
- Is it recovery ability (fatigue accumulates with consecutive training)?
Step 3: Divide Your Training Periods
Traditional Periodization Framework
A full training year typically includes the following phases:
Transition Period: 2-4 Weeks
- Timing: After the season ends
- Purpose: Physical and mental recovery, maintaining basic activity levels
- Training content: Free riding, cross-training, outdoor activities
- Intensity: Completely unstructured, no data tracking
- Weekly hours: 3-5 hours
Base Period: 8-12 Weeks
The base period is the longest and most important phase of the annual plan, and can be further divided:
Base Phase 1 (4 weeks)
- Rebuild aerobic foundation
- Primarily at Z1-Z2 intensity
- Gradually increase riding time
- Add core strength and weight training
Base Phase 2 (4 weeks)
- Introduce Tempo (Z3) intensity
- Long ride duration reaches target levels
- Strength training shifts from maximal strength to muscular endurance
Base Phase 3 (4 weeks)
- Add Sweet Spot training
- Begin longer intervals simulating race intensity
- Weekly total TSS reaches the highest point of the year
Build Period: 6-8 Weeks
- Timing: 8-12 weeks before the event
- Purpose: Enhance race-specific capabilities
- Training content: Based on target event characteristics
- Road race: VO2max intervals, simulated attacks, pack riding
- Climbing race: Extended threshold work, repeated climbs, pacing practice
- Time trial: Sustained threshold output, aero position practice
- Weekly hours: Maintain or slightly reduce, but intensity increases
Peak Period (Taper): 1-3 Weeks
- Timing: Before A-level events
- Purpose: Eliminate fatigue and bring form to its highest point on race day
- Training volume: Reduce by 40-60%
- Intensity: Maintain a small amount of high-intensity work to keep neuromuscular sharpness
- Key metric: TSB recovers from negative values to +10 to +25
Recovery Period: 1-2 Weeks
- Timing: After each A-level event
- Purpose: Recover physically and mentally
- Content: Easy riding, stretching, sleep
Step 4: Specific Scheduling
Monthly Schedule Example
Using a rider targeting the May Wuling Mountain Climb and the September East-to-West Wuling as an example:
October: Transition period (free riding, cross-training)
November: Base Phase 1 (aerobic foundation rebuilding)
December: Base Phase 2 (introduce Tempo)
January: Base Phase 3 (Sweet Spot training)
February: Build Phase 1 (threshold and climbing specificity)
March: Build Phase 2 (simulate race intensity)
Mid-April: Peak period (taper)
Early May: A-level event—Wuling Mountain Climb
Mid-to-late May: Recovery + base maintenance
June-July: Second build period
Mid-August: Peak period
Early September: A-level event—East-to-West Wuling
Mid-to-late September: Recovery and transition

Step 5: Build in Flexibility and Contingency Mechanisms
No matter how good the plan, unexpected situations will arise. Build in the following mechanisms to keep the plan flexible:
- Three weeks on, one week off: After every three weeks of increasing training load, schedule a recovery week with reduced volume
- Plan B: Each week, designate “must-do workouts” and “flexible workouts”—when time is short, prioritize the must-do items
- Traffic light system: Adjust daily training based on body status (sleep, fatigue, stress)
- Regular reviews: Monthly check of plan adherence and progress; adjust subsequent scheduling as needed
Your annual plan isn’t a command carved in stone—it’s a map showing the direction. You may need to take detours along the way, but as long as the overall direction is correct, you’ll reach your destination.
